Audience:
I don't really know who I want my specific audience to be yet. Maybe politicians in places where smoking bans haven't been put in place yet...?
Purpose:
I want to convince my audience that there should be regulations on smoking in public places by comparing places that already have smoking bans to places that do not. I also would like to look at the before and after of places with smoking regulations to see the effect that the regulations have. I'd like to look at the effects on health, business, and the use of tobacco.

Some suggestions on your target audience would be some of the nay sayers. Perhaps maybe the smokers themselves in convincing them what their secondhand smoke has a potential of creating in people they smoke around. Scholars would be medicinal/health care majors. I particularly do not tend to like people that smoke right next to me in a restaurant. I think you will convince a lot of people at that stance, but you need to convince the people that actually smoke in businesses as well.
For an audience I'd say medical students would be a good, or maybe sociology students (because this is a social problem).
Sounds like a good topic and I'm all for it ^.^ You could use surveys too from students on campus about the smoking problms too (since a lot of people don't abide by the 15ft rule from doors xD)
I think your audience would consist of politicians but also business owners that could decide to be non-smoking without the law being passed.
Perhapes your audience could also include people who own public places that allow smokeing? You should defentely include the goverment though, because they are the ones that really controll public smoking.
